The recent phenomenon of emptying politics in favor of the constitutionalization of matters of national relevance has led to the expansion of discussions about the last word and dialogue.
O recente fenômeno de esvaziamento da política em prol da constitucionalização dos assuntos de relevância nacional originou a expansão das discussões acerca da última palavra e do diálogo.

The present work’s goal is to make a brief compilation of doctrines and court rulings, since the last word on the application of the laws belongs to the Judicial Power, of the main controversies about the interpretation and configuration of the article 1,3 National Tax Code, as well as other articles that may help in the creation of a line of thought that may difficult the tax fraud before or during the judicial charging procedures of taxation.
