A "flat dose-response curve" refers to a situation in which increasing the dose or intensity of a stimulus, such as a drug or treatment, does not result in a proportional increase in the response or effect. In other words, as the dose of the stimulus increases, the response plateaus or levels off, showing little or no additional impact.
